If you are interested to work together with organizations in CEE/NIS in applying for an
ECOLINKS Grant and implementing one of the projects described below, please respond by JUNE

1) Topic: Global Climate Change (GCC)
Country: Romania
Company/Organization: Local administration of 6th district, Bucharest
The Office of Local Administration of 6th district in Bucharest (the capital of Romania)
is a mid size local authority responsible with economic development, trade, fees and
taxes, environment, welfare, and building the relationship with community. If awarded, the
Challenge Grant will fund an energy audit of the district heating system. They are looking
for a US Consulting firm to assist them in the implementation of the energy audit,
including the development of a program and recommendations for system retrofit.
4) Topic: Cleaner Production/ Global Climate Change
Country: Romania
Company: APATERM SA
Formerly a state controlled enterprise of Galati, a mid size city in Southern Romania, SC
APATERM SA is now a privatized company responsible for water and waste water management,
and energy distribution. If their application is awarded, the team will work on a
feasibility study to assess different options to reduce energy consumption at the drinking
water pumping station. They are looking for a US company with similar activities or
expertise in the field. The US partner should also be able to facilitate contacts with
materials and equipment suppliers, and financial institutions.

EcoLinks is an US Agency for International Development funded program seeking practical,
market based solutions to industrial and urban environmental problems in Central and
Eastern Europe and the New Independent States (CEE/NIS region). Through the partnership
grants, EcoLinks promotes environmental partnerships between businesses, local
governments, and associations of businesses and local governments from CEE/NIS with their
US counterparts. Competitively awarded Challenge Grants of up to $50,000 are available to
eligible organizations from CEE/NIS to carry one-year partnership activities in the
region. Partners from the region and the US receive direct funding from EcoLinks and must
jointly manage the grant. For further information on our program, please refer to the

To this end, EcoLinks facilitates partnerships for the Challenge Grant applicants from
CEE/NIS (Project Leaders) that have project concepts already screened by EcoLinks staff in
the region. They are looking for US Partners to work on the application. If the
application is awarded a Challenge Grant, the team will jointly implement the project. The
following are summaries of proposed projects for this cycle of the Challenge Grants.
EcoLinks wants to find US Partners for the applicant organizations in CEE/NIS while
assisting US organizations in finding opportunities that expand their business in the
emerging, regional environmental market.
