Thai Industrial Energy Conservation Audits

The Department of Energy Development and Promotion (DEDP) of Thailand is requesting applications for the registration of energy conservation consultants to assist owners of designated factories to develop targets and plans for energy conservation, as well as to assess and monitor the implementation of the plans according to the Energy Conservation Promotion Act, B.E. 2535 (1992). The program will cover over 2,500 factories, mainly from the food and beverage, fabricated metal, chemical and textile industries. THAILAND ENERGY CONSERVATION (10 September)

The Department of Energy Development and Promotion (DEDP) of Thailand is inviting international organizations to apply no later than November 7, 1997 for the registration of energy conservation consultants in Thailand. The licensed consultants will be eligible for assisting owners of designated industrial plants to develop energy conservation targets and plans. The licensed consultants will also assist these industrial plants to assess and monitor the implementation of the plans. Initially, DEDP requires about 120 industrial plants, each of which have a total installed electrical capacity from 10,000 kW up, to hire these licensed consultants for implementation of the energy conservation program.

Qualified applicants include academic institutes at a university level, state organizations, and juristic persons whose functions are related directly to business or services on energy conservation or environmental protection from energy uses.

The Grid Corporation of Orissa (Gridco) Limited was formed in April 1996 following a World Bank-aided study to restructure the Orissa power sector. The company, owned by the government of Orissa, runs and maintains the electric power transmission and distribution networks in the state. Already into its second year of existence, Gridco has made an impact on the energy scene not only in Orissa, but also in other Indian states. The company has ambitious plans for the expansion and modernization of Orissa's power transmission network funded by the World Bank. Simultaneously, it has chalked out a time bound program for privatizing the distribution network in Orissa. These will present good business opportunities to U.S. firms in transmission and distribution of power.

As in other Indian states the power sector in Orissa was, until 1995, run by the government-owned Orissa State Electricity Board (OSEB). Over the years, poor management and overstaffing had rendered OSEB nearly bankrupt. Its power plants had some of the lowest plant load factors (PLF) in the country. In 1995, the state government opted for a World Bank study to restructure the power sector. The study recommended the separation of OSEB's power generating function from its transmission and distribution responsibilities. The plan was to create two separate companies to look after the different business areas and to invite private participation in Orissa's power sector. Therefore, the Orissa Electricity Reforms Act was promulgated by the state government in 1995. This created the Orissa Hydel Power Corp. (OHPC) -- responsible for hydroelectric power generation units, and Gridco -- charged with transmission and distribution of power. At the same time, an independent regulatory body -- Orissa Electricity Regulatory Commission (OERC) -- was formed to examine the power tariff structure and other issues in the state. The World Bank sanctioned a loan of $350 million for restructuring the power sector in Orissa.

Gridco has set about rationalizing the power tariffs in line with the recommendations of the consultants appointed by the World Bank. However, this task is not going to be easy. On one hand, it has to bring down its transmission and distribution (TD) losses, which are presently around 47% and considered to be very high. The OERC has recently directed Gridco to reduce TD losses to 35% within one year. On the other hand, Gridco's bid to hike the electricity distribution tariff by 18-20% has met with stiff resistance from the large and small consumers all over the state. Over 23 petitions have been filed before the OERC objecting to the tariff hike. After due hearing of these petitions the OERC allowed Gridco only a 10% hike in the tariff. Apart from these issues Gridco also has to grapple with downsizing its 35,000 workforce in the next few years.

Demand Side Management -- New Initiatives

In order to better manage the limited power available and also to reduce the TD losses, Orissa needs to adopt effective demand side management (DSM) techniques. It entails helping the institutional consumers (usually the large and medium industries) optimize their power use to avoid very high peaks and lows in the demand curve. It also calls for the use of capacitor banks for power factor correction and other energy efficient instruments by the large electricity consumers. To advise Orissa industrial units on DSM measures the World Bank has appointed a U.S. firm -- Science Applications International Corp. (SAIC), Syracuse, NY -- as the consultant. Officials of SAIC told us that the benefits of all DSM measures will be substantial and will accrue directly to both Gridco and the power consumers. Indian and international lending agencies will, therefore, be interested to advance loans against specific DSM projects. U.S. suppliers of equipment for DSM projects should have ample opportunities to benefit from this. The required contact addresses are given below.

JAPAN CONSTRUCTION (5 September)

Commercial Service Tokyo (CS Tokyo) has identified seven recent public works projects as offering potentially good opportunities for U.S. architectural design, construction consulting, general contractor, and construction material suppliers. Each project is currently in a different stage from conceptual design to actual construction. Details on these projects are listed below. CS Tokyo recommends interested firms stay abreast of each project by directly contacting the relevant officials.

U.S. firms will be required to be familiar with diverse conditions to participate in Japan's public projects (e.g., license requirements, government procurement procedures, and general business practices). Since to satisfy the license requirement is foremost important, a brief explanation is provided as follows:

Architectural Design Firms:

To participate in any of the projects herein, firms must obtain a "First-class Architect's Office (FCAO)" license according to Construction Business Law. However, if an architectural design firm helps an FCAO firm as a subcontractor, no license is required.

Consulting Firms:

There is no regulation to work as a consulting firm in Japan.

General Contractors:

To participate in any of the projects herein, firms must obtain a "Construction Business" license according to Construction Business Law.

Construction Material/Equipment Suppliers:

Most of the construction materials and equipment will be purchased by general contractors that conduct construction work. U.S. Firms can sell those goods to a general contractor without a license. However, quality and performance goods to be sold to public projects are strictly specified in General Specifications prepared by each government entity.

AUSTRALIA CONSTRUCTION (8 September)

Building is to commence immediately of a new, high-tech multi-purpose sports stadium with seating for 52,000 spectators. The Melbourne Docklands Stadium will be built and operated by the winning bidder, the Docklands Stadium Consortium (Baulderstone Hornibrook, KPMG, Merrill Lynch, Westpac, Channel Seven, News Limited/HWT).

The Docklands Stadium will become the home ground of the Australian Football League, and will be a major venue also designed for soccer, rugby, major event entertainment and other sports. It will have dining facilities for 6500 people. Adjustable seating layouts will ensure the Stadium has optimum viewing conditions for all events. A closeable roof with enhanced acoustic treatment will provide an open air environment while offering shelter from bad weather. The estimated cost is A$386 million, all paid for by the developer.

The Stadium is to be completed by the end of 1999, and would be available for an international soccer event in January 2000, and for five Olympic soccer matches in September 2000.

Sea Splash Plantation Limited proposes to establish a 208-suite resort facility on eleven and one half (11 1/2) acres of beach front property at Bloody Bay in Negril. This is on Jamaica's west coast. Negril's white sand beaches are internationally known and it is one of the island's most popular tourist destinations.

The project will have a plantation theme, which is intended to recreate the charm of old Jamaica. The theme will draw on the culture/history of Jamaica and will display Georgian type architecture, reminiscent of the plantation era. Some of the facilities and amenities will include:

The project sponsors are business executives with expertise in the financial sector. They will own approximately 50% of the proposed share capital of $15 million. The sponsors are seeking equity financing of $9.25 million and loan financing of $17.75 million.

JAPAN CONSTRUCTION (8 September)

Nagoya City plans to redevelop a 25-hectare area into a cultural and commercial complex at the site of Japan Railway's old railcar loading grounds in Sasajima, Nagoya. A new Meitetsu station as well as JR station will serve this center and provide and alternative to Shin-Nagoya station as a transfer point for commuters/travelers in transit to and from the new Chubu International Airport (open in 2005), 2005 International Expo (Seto City) and the 2008 Olympics (Osaka?).

The City plans to lease land which it hopes will be used for intenational hotels and retail stores, offices, a travel/tourist information center, conference/exhibition center, and "cultural park."

The project is currently at a basic planning stage (Kihon Keikaku). Construction work is expected to commence in 2002.

Comment: Sasajima joins the illustrious pantheon of big projects in the Nagoya-Chubu area: the new airport, the expo, the linear shinkansen, etc. CS Nagoya hopes that this early warning will attract the interest of US engineering, design, planning, and other firms, both in and outside Japan. Firms specialized in urban commercial redevelopment would appear to be especially welcome. Suppliers of building materials and equipment should also be making alliances early on with Japanese contractors.

Postqualification envelops will be opened by the employer at 11 hour of the next day of the last submission date in the presence or even in the absence of the tenderers.

Documents will be treated as confidential and will not be returned. Documents which are received late will not be considered and will be returned unopened.

Post qualification envelopes will be opened first and evaluated. Following this, only post qualified contractors' bids will be considered for award of contract. Successful post qualified contractors will be notified and bid envelops opened in their presence.

The decision of the Primary Education Development Project to accept or reject the contractor's application for post qualification for this project will be final.

NEW ZEALAND CONSTRUCTION (17 September)

Lack of appropriate office space for New Zealand's Parliamentarians has been an issue since the Coalition Government took office in October, 1996. Under the new Mixed Member Proportional (MMP) electoral system, the number of Parliamentarians has increased which has exasperated an already existing problem of lack of suitable office space for Parliamentarians and their support staff.

In September, 1997 the Cabinet has agreed to go ahead with plans to shift the Beehive (ministerial building in the shape of a bee hive) and complete Parliament Building to the original 1911 plan, at an estimated cost of NZ$146.55 million (approximately US$95 million). The building is expected to be occupied by 2003 but no start date has been given.

This major building project presents opportunities for U.S. building products.

CANADA CONSTRUCTION (25 September)

American companies suppying products and services to the residential construction and building products industries should be aware of the export potential offered by the housing construction boom happening in Calgary, Alberta, Canada.

According to the U.S. Department of Commerce, the Canadian market for building products is expected to realize a real growth rate of 1.1% totaling $8.3 billion in 1997. In 1998, a further increase of 3.3% is expected, resulting in a total market valued at $8.8 billion. Imports are projected to be $4.4 billion, of which $3.4 billion will be American made product. Canadian buyers regard building materials manufactured in the U.S. as being of a superior quality. This, combined with the preferred tariff rates afforded by the North American Free Trade Agreement, make American products attractive to Canadian importers.

Canada Mortgage and Housing Corporation (CMHC) expects Alberta's new housing market to turn in a record breaking performance in 1997. CMHC is predicting new housing starts will soar 48% in alberta, to 24,600 in 1997 from 16,665 in 1996.

For January and February this year, 1,197 new homes were started in Calgary, up 136% over the 507 for the same period in 1996.

In May, single-family housing construction in the Calgary area totalled 871 units, just 21 short of the all-time May high set in 1981. Multi-family unit starts also grew considerably, with 199 units started during the month of May, up 116% over the same time last year. Residential construction of all types in May reached 1,070, six units short of the May record set in 1983.

In the first five months of this year, housing starts in Calgary surged to a 16-year high of 4,491, 79% higher than the same period last year. Multi-family starts are up 148% over the same five months of 1996 with construction beginning on 982 units.

Market analysts with CMHC predict demand for all types of housing will be strong over the balance of 1997 and into 1998. Calgary's vibrant economy is creating jobs, attracting people to the city, and increasing consumer confidence. This combined with affordable interest rates is drastically increasing the housing demand. Also, in the past 18 months many major firms have moved their corporate headquarters to Calgary, fueling the demand for housing starts and sales of previously owned homes.

In a just-released housing market outlook for 1998, CMHC is calling for work to begin on a record-setting 8,800 single-family houses in Calgary. The total number of all types of housing starts, including multi-family construction, is expected to grow to 11,800 from 10,000. And there won't be any shortage of people to live in these homes - the CMHC outlook is calling for 17,000 people to arrive in Calgary next year.

City of Calgary economists forecast Calgary's population to reach 1.4 million by 2024. Over the past two years alone, Calgary's population has grown by more than 40,000 people. Some 26,000 migrated to the city, and an additional 14,000 were the result of new births. Currently Calgary's population is 790,498.

A five-year economic outlook report prepared by the city says that given the expected continuation of low interest rates, strong population growth, rising incomes and a strong desire for Calgarians to own their own homes, the demand for single-family houses will continue to be strong through 2002. Calgary's unemployment rate is expected to fall to below 6% by 2002.

Statistics Canada reported in June that Calgary had the lowest unemployment rate in the country at 6.4%. The housing construction surge continues to play havoc among trades and sub-trades who are short of personnel. . . .

CANADA CONSTRUCTION (25 September)

American companies supplying products and services to the building products and construction industries should be aware of the export potential offered by the recent announcement of a $36.5 million expansion planned for Chateau Lake Louise in Banff National Park, Alberta, Canada.

Plans announced by CP Hotels call for the addition of a convention center, two 60-unit staff housing complexes, an enlarged parkade and restoration of the outdoor swimming pool that's been closed since 1980.

CP also wants to add enough rooms to boost the 85-year-old Chateau's overnight capacity to 1,126 visitors from the current 994 capacity. The nightly total would be 40 visitors less than what is allowed under the federal government's new Banff National Park Management Plan.

CP wants the $25.5 million convention center built by 2000, and the rest of the expansion completed by 2003. The convention facilities would be built on a site now accommodating a boiler room and employee parking lot. They would be linked to an existing 377-stall parkade that is slated to get a second above-ground level and 101 more stalls.

The convention center, including a 700-person hall, will address the needs of an aging Canadian population by providing a meeting facility that allows those not inclined toward rigorous physical activity to experience the natural and cultural history of the park.

CP plans to landscape the convention center and parkade roofs to help them blend in with the natural environment around them. The company also proposes replacing the Chateau's "cultivated" lawns with natural vegetation, and establishing an ecologically-oriented interpretation program for hotel guests.

In addition, CP wants to revive its 40-year-old mountain guide program, patterned after a similar one in Switzerland. Certified guides would be available to hotel guests for a "stroll through the meadows or a serious climb up one of Banff's many famous peaks."

To help secure federal approval, CP is promising to give back to Parks Canada 8.2 of the 25.5 hectares surrounding the Chateau that the firm controls under a long-term lease.

The City of Nagoya recently carried out a designated bidding to choose a consulting firm for a research and study work for new stations in the Sasashima Redevelopment Project. The project is to redevelop a 25 hectare area south-west of the Nagoya Station into a commercial and cultural complex. The expected budget just for rezoning area reaches yen 44 billion (USD 360 million at $1=Y 120.) U.S. companies, which are specialized in urban redevelopment project for consulting, engineering, designing, planning, etc. may consider their potential contributions to the project. (See also CS Nagoya's IMI report "Sasashima Redevelopment Projects" dated 9/05/97.)

The City of Nagoya conducted a designated bidding among nine Japanese firms (no registered foreigner) to contract out a consulting job to study new stations in Sasashima Redevelopment Project (e.g. construction methods, cost estimation, etc.) New stations, one for Meitetsu railroad and another for JR Tokai, will function as terminal stations for rail lines going to the Chubu New International Airport (CNIA), which is expected to open by 2005.

The bidding were held on September 11th and the winner was Tonichi Consultants and the contract amount was yen 51 million (USD 420,000 ) Other designated firm were: Zen-Nihon Consultants, Chubu Fukken, , Toyo-Giken Consultants, Naka- Nihon Consultants, Nihon Kotsu Gijutsu, Pacific Consultants, Yachiyo Engineering, Fukken Engineering.

The project has been frozen for a long time mainly because of the aftershock of the burst of the bubble economy. However, with the take-off of the CNIA project and winning the vote to hold World Expo 2005 in the region, the City of Nagoya decided to move the project ahead. The City hopes to complete the rezoning of the area by 2002 , and then the City will invite hotel(s), commercial facilities, office complex, and others functions with "international" as a key word. The estimated budget to complete the rezoning which including a various researches, surveys, planning is yen 44 billion.

To participate in this project: Nagoya is a designated city which follows the WTO procurement rules. Under the ruling, for design/consulting works whose amounts are over 2,160 million yen and construction works over yen 210 million, the City holds open-competitive or public-invitation proposal bidding. However, for works less than the above mentioned thresholds, the city normally conducts designated bidding among firms which are registered with the City. Since most of the works, especially consulting/design ones, will not go beyond the above mentioned thresholds, interested U.S. firms should register with the City to participate in the project.

CS Nagoya Comment: Though the registration process is never simple especially for foreign firms, the procedure is almost identical to those of any other governmental organizations. CS Nagoya will assist U.S. firms which are interested in this significant project and registration with the City of Nagoya.

The Jamaica Conservation and Development Trust (JCDT) is currently planning for Green Expo '98 to be held June 4 to 7 1998. This follows the successful staging of Green Expo '96 last year. Green Expo '96 was Jamaica's first staging of an environmental exposition with over 11,000 visitors and 73 exhibitors occupying over 100 booths. Representatives from the JCDT have indicated that Green Expo '98 will be a much bigger event than Green Expo '96.

Through Green Expo '98, the JCDT continues to seek to promote environmentally friendly and sustainable technology in every area of economic development. Eight main themes which have been selected are:

The American-Polish Home Builders' Institue is organizing a seminar on the Modernization and Remodelling of Urban Housing. The seminar will be held on November 7-9, 1997 in the WTC Gdynia Expo in Gdynia. The President of the Central Housing Office, the President of Gdynia City, and the Trade and Industrial Chamber of the Building Industry will be the sponsors of the seminar. With a housing shortage of about 1.5 million housing units, renovation of exhisting housing constitutes an important aspect in building industry development in Poland. For many years this problem was neglected. With no bank credits for renovation or building, private persons were not interested in undertaking this task. In the last seven years the situation changed. It is possible to obtain bank credits and renovation costs can be subtracted from annual income, which results in lower taxes. The number of private companies offering renovation services is growing, as well as the number of building materials that are offered on the Polish market.

Developers hope to begin work next spring on a $43.5-million housing project that would eventually see three apartment towers surrounded by luxury villas.

The three-phase proposal would have 340 units on a 3,390- acre site beside the Bow River in the district of Eau Claire.

The first phase of the plan consists of a 14-story, 51-unit apartment building and 18 riverfront villas on four floors. Units in the apartment building range from 1,200 to 1,800 square feet, with penthouses up to 3,000 square feet.

Phase Two will see a 20-story apartment building surrounded with 102 units along with 22 villas.

The third and final phase completes the Eau Claire Avenue Street facade with townhouse-tyle units wrapped around a 16-story, 147-unit apartment building.

JAPANESE COMPANY TO INSTALL NEW EFFICIENT PUMPS (17 September)

A leading Japanese maker of industrial pumps said it will invest $745,000 in new energy-saving pumps for its own manufacturing facility. Ebara Corp. said it would save money and hoped also to benefit from positioning itself as a company concerned about greenhouse gas emissions.

 

POWERGEN SEES RAPID GROWTH IN GLOBAL ENERGY DEMAND (15 September)

A report predicting that global energy demand could double by 2020 with demand for electricity potentially trebling has been published by power generation company PowerGen (NYSE: PWG) to coincide with the Sixth Annual World Economic Development Congress in Hong Kong on 14 September.

PowerGen's Energy 2020 report forecasts demand growth will have the following implications:

-- US dollars 3 trillion investment required for expansion of power production

-- Far reaching impact on industry structure with the trend towards privatization and liberalization (restructuring) accelerating

-- The issue facing governments and industry is how to balance the increasing consumption of power to achieve the benefits of industrial and economic development, with the potential impact on the environment, including carbon dioxide emissions contributing to global warming

-- The emergence of two strategic models for successful companies: the large integrated global energy company and the smaller flexible niche player.

Summary of the key factors driving increased demand:

-- World population set to increase by 50 per cent in 25 years

-- Economic and industrial development is likely to lead to a 100 percent increase in world income, including high levels of growth in economies of Asia, where the increase in energy demand will be concentrated

PowerGen Energy 2020 Review

World demand for energy could double by 2020, with far-reaching consequences, not just for the structure of the power industry, but for industrial and economic development, the financial markets, government policies and the environment on a global scale. This picture is contained in 'Energy 2020', a report on future world energy demand, which has been produced by PowerGen, one of the world's leading private power production businesses based in the UK.

Demand for energy is set to grow across all regions of the world but it will be most concentrated in the high growth economies of Asia. The energy gap between the developed and developing countries -- the difference between energy consumption per head of population -- looks set to close in the first two decades of the 21st century. This could lead to the emergence of a new order of energy super users, with the traditionally heavy energy consumers of Europe, including the UK and Germany being overtaken by Asian countries. Although the USA will still lead energy demand, six of the top ten energy users could be in Asia.

In the past decade world energy demand has risen by more than a fifth. This increase is equal to more than the entire annual consumption of all of Latin America, the Middle East and Africa combined. And the growth in demand is accelerating. A continuation of the present pattern will see energy demand double within 25 years.

The overall increase in energy consumption has been outstripped by the demand for electricity which has grown at double the average rates for all energy consumption and could treble by 2020.

The main drivers of energy demand growth are the pressures of population increase and population shift from rural to urban areas, together with industrial and economic development.

The world's population is forecast to grow by more than 50 percent from 5.2 billion to 7.8 billion and its income is likely to double by 2020. Currently only 40 percent of the world's population live in towns. However, within 25 years, this could have grown to 60 percent of the increased population. This move to towns will inevitably produce an increase in demand for electricity in developing countries.

Meanwhile in the established industrial nations of Western Europe and North America, demand growth will be stimulated by changing life-styles including more, but smaller households occupied by more singles, separated or elderly people. Each of these homes will be equipped with a full range of electrical appliances.

The top ten energy users today are: the USA, China, Russia, Japan, Germany, India, France, UK, Canada and South Korea. The PowerGen Report suggests that by 2020 the new order is likely still to be led by the USA, with China in second place but with demand growing more than twice as fast as the USA, then South Korea, Japan, India, followed, but not necessarily in this order by Thailand, Indonesia, France, Canada and Russia.

To meet demand there will be an increase in the number of independent power projects (IPP) driven by international consortium to develop, finance, build and operate power stations. PowerGen already has 10 projects in Europe, India and Asia Pacific with interests in 7,700 MW of capacity. To date, the company is committed to US$1.14 billion of investments and is the fourth largest IPP developer in the world.

The report also concludes that there is likely to be a convergence of electricity and financial markets, helping companies to hedge against price volatility of a commodity which is impossible to store. Trading of options and futures has emerged as a feature of the power market over the past decade, but its full potential is yet to be realized and over the next 25 years trades in electricity have the potential to be 10 to 20 times the size of physical production.

Over the first two decades of the 21st century, governments and the power industry face a major challenge to balance the desire to meet energy demand growth and the need to minimize environmental impact. As yet progress has been limited on collaboration between the world's governments to confront the problem of global warming.

APEC MINISTERS CALL FOR ENERGY EFFICIENCY (28 August, Kyodo)

Energy ministers of the Asia-Pacific Economic Cooperation (APEC) group of nations issued a statement calling for greater energy efficiency in the region after a two-day meeting in Edmonton, Alberta. The statement was viewed as an attempt to help unify industrial and developing nations on goals to be achieved during upcoming talks on global climate change.

WORKSHOP PLANNED ON MANUFACTURING EFFICIENCY (27 August, PRNewswire)

The Department of Energy and a team of sponsors from the energy and financial sectors will host a one day workshop Monday, September 22, in Chicago on financing energy-efficient manufacturing technology. Seven Illinois Congressmen have lent their support to the government-industry workshop, which will focus on energy-efficient and pollution-preventing investments that can turn a profit for manufacturers and lenders.

The workshop will highlight success stories of Midwestern companies that have increased earnings and forged ahead of competitors while converting to more efficient energy consumption. Manufacturers will describe energy-saving changes they have made in their plants, how they were financed, and how the changes improved their bottom line. Lenders will provide their perspective on financing manufacturing improvements and the process to gain such financial backing. FIRMS TO MARKET ELECTRONIC BALLASTS (28 August, Business Wire)

GE Lighting and MagneTek, Inc. (NYSE:MAG) today announced an agreement in which the two businesses will team up in the marketing and development of energy-efficient lighting systems. The agreement, which goes into effect Oct. 15, 1997, calls for GE Lighting to assume exclusive responsibility in North America for marketing and sales to electrical wholesalers of all electrical lighting ballasts manufactured by MagneTek. The ballasts will be branded, "GE Electronic Ballast" and "Made by MagneTek."

The agreement also includes a product development effort to design lamp/ballast systems for strategically targeted markets. Development focus will be on linear electronic, high-intensity discharge, undercabinet, and compact fluorescent products.

GE Lighting staff will, through GE's commercial and industrial distribution channels, sell MagneTek's electronic ballasts with GE fluorescent lamps to electrical wholesalers.

GE Lighting will also have sales and marketing responsibility for MagneTek ballasts for consumer markets, such as retail and home center chains. MagneTek will retain marketing and sales activities through electrical wholesalers for its magnetic linear fluorescent and magnetic high-intensity discharge ballasts, as well as all ballasts for original equipment manufacturers (OEMs).

 

ENERGY CONSERVATION WIDESPREAD, EIA STUDY FINDS (M2 Presswire, 25 August)

Energy conservation is widely practiced in commercial buildings, according to the Energy Information Administration (EIA). There were 4.6 million commercial buildings the United States in 1995, representing 58.8 billion square feet of floorspace--more than the total land area of the State of Delaware and over 200 square feet for every resident in the United States. An overwhelming majority (89 percent of buildings) used some form of energy conservation related to the building shell, the heating and cooling systems, or the interior lighting system.

These data are taken from Commercial Buildings Characteristics 1995, released today and based on the Commercial Buildings Energy Consumption Survey, EIA's latest national survey of the energy use and characteristics of the commercial building sector. Other notable findings include:

* The most prevalent conservation efforts (found in 85 percent of buildings and 90 percent of floorspace) were related to the building shell--insulation, storm doors or windows, or other window treatments such as multiple glazing, tinted or reflective glass, or shades and awnings. Conservation measures related to the buildings' heating and cooling systems were the second most prevalent (found in 55 percent of the buildings and 76 percent of floorspace).

* Lighting conservation was the least used conservation measure--less than one-half of all commercial buildings (two-thirds of floorspace) employed any lighting conservation features. Energy efficient ballasts were the only lighting conservation measure found in more than 30 percent of the buildings.

Changes in Energy Conservation

* Use of window treatments for energy conservation seems to be increasing, after adjustment for changes in survey coverage between 1989 and 1995. Commercial buildings used more exterior or interior shading or awnings, and more storm or multiple glazing in 1995 than in 1989. By 1995, 63 percent of the floorspace was shaded, compared with 42 percent in 1989. Nearly half (49 percent) of the commercial building floorspace used storm or multiple glazing, compared with 38 percent in 1989.

* Although lighting conservation was not widespread, some types of lighting conservation appear to be making inroads, again adjusting for survey differences. Specular reflectors were found in 31 percent of commercial floorspace in 1995, compared to 23 percent in 1992; natural lighting control sensors were used in 11 percent of the floorspace, up from 4 percent in 1992; and 10 percent of the floorspace had occupancy sensors compared with 5 percent in 1992. Compact fluorescent lamps were used in 27 percent of the lit floorspace in 1995, up from 14 percent in 1992.

Energy Sources and Uses

* Electricity and natural gas were the most widely used energy sources -- electricity use was nearly universal (95 percent of buildings and 97 percent of floorspace), while natural gas was used in more than half of commercial buildings and two-thirds of floorspace. Of the other major energy sources, only fuel oil was used for as much as a quarter of floorspace (but in less than 14 percent of buildings).

* The four most prevalent uses of energy in commercial buildings were water heating, lighting, space heating, and cooling. All of these uses occurred in at least 70 percent of the buildings and 60 percent of total floorspace.

* Use of electricity for space heating increased between 1989 and 1995, while fuel oil space heating declined. Electric heat was used in 40 percent of the heated commercial floorspace in 1995, compared with 30 percent in 1989. Meanwhile, fuel oil accounted for just 13 percent in 1995, compared with 19 percent 6 years earlier. (1989 statistics adjusted for changes in survey coverage.)

The agreement, which goes into effect December 1, calls for GE to market Austin Innovations' LIMELITE(R) and INDIGLO(R) products for consumer channels, such as food, drug and mass merchant chains. Austin Innovations, Inc. will market and sell in consumer home center and hardware channels. These specialty products will be sold under both the GE and Austin Innovations brand names in their respective retail channels.

Both the LIMELITE and INDIGLO products are based on electroluminescent (EL) technology, a highly energy-efficient and safe lighting technology initially commercialized in the 1950s primarily for the military market. Austin Innovations developed a manufacturing process which results in an extremely thin (0.25") light which can be used in night lights and wall and dimmer switch applications.

A landmark experiment by 24 U.S. utilities has beat all expectations by speeding into production Whirlpool, Kitchen Aid and Kenmore brand refrigerators that are fully 40% more energy- efficient than current federal standards. Widely known as the "Golden Carrot" contest, the Super-Efficient Refrigerator Program boasts early sales figures showing that SERP refrigerators are not only a boon to the environment but popular with the public.

By preliminary estimates, about 200,000 units of the super-efficient refrigerators have been sold so far to U.S. consumers. Electricity cost savings to buyers are predicted at $960 over the 15-year lifetime of each refrigerator-virtually the purchase price of the appliance.

"We brought in the products, and we showed that energy-efficiency can be economical," says Ray Farhang, SERP chair and CEO and Southern California Edison representative. "SERP was the pioneer program in this sort of market transformation."

The project, which formally wrapped up July 1, offered a more than $30-million prize to the manufacturer able to develop and market the best CFC (chlorofluorocarbon)-free refrigerator that was also at least 25% more efficient than U.S. Department of Energy requirements. Several manufacturers large and small launched research and development efforts in the early 1990s, spurred by the prize. Federal standards tightened in 1993. But at its debut in the marketplace, in March, 1994, the winner--a Whirlpool Corp. line of refrigerators that includes Whirlpool, Kitchen Aid and Kenmore brands--operated an impressive 70% more efficiently than the 1992 federal requirements. They still beat the current standards by about 40%. And even in 2001, when federal standards are expected to be raised again--prodded by SERP's technological accomplishment -- today's SERP refrigerators will still be 10% more efficient.

"The success of SERP was critical to the transformation of the entire refrigerator market through the National Refrigerator Standard, adopted in April, on Earth Day 1997," says Ralph Cavanagh, director of the energy program of the Natural Resources Defense Council. "There's a very real sense in which every refrigerator sold in America after the turn of the century will be a SERP refrigerator."

A detailed report on SERP's achievement, with final sales statistics for the 1994-97 period, is expected to be available from SERP in late 1997 or early 1998.

The project, funded by the sponsoring utilities without public money, provided an economic incentive in the highly competitive market for refrigerators. The economic catalyst of a substantial prize made it worthwhile for manufacturers to take on the risk of using advanced technology to build energy-saving appliances. The prize money, a portion of which was paid to Whirlpool for every SERP refrigerator sold, made the units cost-effective to the manufacturer and affordable to consumers.
